CHICAGO (Fox 32 News) Hurricane Harvey, downgraded to a tropical storm Saturday afternoon, continued having an effect on travel across the country Saturday evening, including at Chicago's O’Hare International Airport.

Cancelled and delayed flights on the big boards at O'hare give way to both thankful and frustrated passengers, like Sylvail Rollier, coming to the United States from France.

Originally scheduled to go to Houston for a vacation, he got to the airport in London and had to change his itinerary, choosing to spend time in Los Angeles instead.

“Now we make a trip from Los Angeles to Houston in a car,” he said.

As a tropical storm, Harvey was expected to bring with it what forecasters say could be as much as 20 to 30 inches of rain to the Houston area. Nearby San Antonio was also expected to notice an impact.

“It's crazy, honestly. It was a bit of a rocky take off when we actually left San Antonio,” said Dylan Dickson.

As passengers coming into O’Hare from some of those areas awaited their luggage, we found Linda Ciucci, whose morning trip to the airport in Houston bore the signs of Harvey's rainfall.

“(We) couldn't see in front of you. Some of the roads to other highways were closed off because the roads were flooded,” she said.

Many airlines were offering waivers on flight changes.
