Suburban cop retires amid investigation of alleged sexual misconduct

A north suburban police officer is retiring after a FOX 32 investigation led to an internal probe regarding allegations of sexual misconduct.

Ralph Goar has been a Lindenhurst cop for 27 years.

Now, the 47-year-old Goar is leaving the department amid allegations of sexual misconduct with two teenagers.

Two months ago, Lowry told FOX 32 that officer Ralph Goar had sexually abused him when he was a 14-year-old boy in the explorer's program. Days later, a teenager from Grayslake claimed that in 2013, the officer met him in his backyard in the middle of the night for a sexual encounter.

“And then he just told me, I'm a police officer. I said, well I’m seventeen, you know, I don't want to get in trouble, or I don't want to get you in trouble or anything. He's like, oh, it’s okay, I know the law,” the teen said.

One week after our stories raised questions about Officer Goar, he was put on administrative leave while the village investigated his conduct.

On Thursday, a spokesperson for the village told us, "Shortly after that investigation commenced and prior to interviewing him, Officer Goar notified the Village of his intention to retire.”

Goar has denied the allegations. The officer's attorney told us Thursday, "...he has made the decision to listen to his friends and family and finally retire to pursue other opportunities. His time with the Village of Lindenhurst has been rewarding..."

The state's attorney says he can't prosecute Goar because the teenager in Grayslake was old enough to consent, while the statute of limitations has run out on Lowry's complaint.

Lowry is now suing the village and officer Goar. He says the pain won't go away.

“It destroyed me. It destroyed my mind. My psych. It became something I was obsessed with. This vengeance, and this punishment, and this pain,” Lowry said.

Goar's attorney has previously told FOX 32 that his client denies all of Lowry’s allegations. He didn't get back us Thursday regarding Goar's retirement.
