Russian President Vladimir Putin takes another step toward war with Ukraine

In a move many fear is a prelude to invasion, Russia’s Vladimir Putin on Monday signed documents proclaiming the "independence " of two break-away regions of Ukraine and pledging "mutual military assistance."
