Chicago teen speaks on $1.9M settlement 4 years after being shot by police

Prodigy Rylan Wilder was shot in the arm by Des Plaines police at a music school in Chicago in 2019. After years of physical therapy, Rylan is now able to play the guitar again. Des Plaines payed him a $1.9 million settlement, though the city and police department do not admit to any wrong doing.
