Illinois Sen. Dick Durbin stumps for $3.5 trillion 'human infrastructure' bill

Illinois Sen. Dick Durbin is turning his attention to the "human infrastructure" bill now that the Senate has passed the $1 trillion bipartisan infrastructure bill.
