Family who lost 16-year-old son to drug overdose says DA refuses to charge dealer

Sam Chapman, who lost his 16-year-old son Sammy to a drug overdose, said prosecutors refuse to charge the dealer responsible despite knowing who sold him the fake prescription drug that led to his death.
