Illinois State Police report first 2025 Scott’s Law crash

Illinois State Police (ISP) is investigating two separate traffic crashes in DuPage and Cook counties over the holiday weekend, both involving drivers who failed to comply with Illinois’ Move Over Law, also known as "Scott’s Law."

On Tuesday, around 1:57 p.m., an ISP trooper was investigating a crash on Interstate 55 near Woodward Avenue when a Hyundai sedan failed to move over and rear-ended a parked squad car with emergency lights activated, police said. The squad car’s position shielded three troopers on the scene, preventing injuries. 

The Hyundai’s driver, Alyssa M. Ceballos, 23, of Lockport, Illinois, was charged with driving too fast for conditions and a Scott’s Law violation.

A second crash happened Wednesday at around 3:09 a.m. on I-57 northbound at 107th Street. Two ISP troopers stopped to assist at a crash scene when a Hyundai Sonata struck a black car before colliding with both ISP squad cars. One trooper was inside their vehicle, and the other was outside at the time of the crash. Neither was injured. 

The driver of the Hyundai, 34-year-old Kashawn M. Walker of Matteson, Illinois, was taken to a hospital with injuries and later charged with a Scott’s Law violation.

ISP has reported one Move Over Law-related crash so far in 2025, following 27 such incidents in 2024 that resulted in 12 troopers injured and one death. Illinois’ Move Over Law requires drivers to slow down and change lanes when approaching emergency vehicles or vehicles with hazard lights activated.

Violators face fines ranging from $250 to $10,000 for a first offense. If the violation results in injuries, the offender’s driver’s license may be suspended for six months to two years.
