Anthony Alvarez shooting: Chicago cop will not face charges in shooting death of 22-year-old

Cook County State's Attorney Kim Foxx announced on Tuesday that Evan Solano, the Chicago police officer who fatally shot Anthony Alvarez last year in Portage Park, will not face charges in the 22-year-old's death.
