CPD lieutenant charged with battery, misconduct

A Chicago police lieutenant allegedly shoved a flashlight between the buttocks of a handcuffed carjacking suspect and then yelled to the 17-year-old ?That?s what you get for carjacking,? prosecutors said Thursday.
